At least 19 people have died and around 25 others have been injured following a stampede at the Chorebagan Sarbojanin Durga Puja pandal in north Kolkata on Saturday evening, October 17. The incident occurred amid heavy rainfall and a large gathering of festival visitors, prompting an investigation into crowd management, security arrangements and the circumstances that led to the tragedy.
The stampede broke out at approximately 7:40 pm near the exit gate of the pandal, located in the Girish Park police station area. According to police, heavy crowds gathered during the rain, creating dangerous congestion around the exit. Several visitors reportedly fell as people struggled to move through the crowded area.
Emergency teams rescued the injured and transported them to Medical College and Hospital in Kolkata. Police personnel, fire brigade teams, ambulances and disaster management staff were deployed to assist with rescue operations. Authorities subsequently stopped public entry to the affected pandal.
Seven People Arrested as Investigation Begins
The West Bengal government has initiated an investigation into the incident, with authorities examining whether inadequate crowd-control arrangements contributed to the deaths.
Seven people, including members of the organising committee, were arrested in connection with the stampede, according to reports published on Sunday morning. Police are also investigating the roles of private security personnel and other staff assigned to manage the event.
Chief Minister Suvendu Adhikari said CCTV footage would be examined to establish how the crowd was handled before and during the incident. He indicated that responsibility would be determined after reviewing the available evidence.
The investigation is expected to examine the number of visitors present, the arrangements at the entrance and exit, the response to changing weather conditions and the communication provided to people at the venue.
Heavy Rain and Congestion Under Scrutiny
The combination of rainfall and a large crowd appears to have played an important role in the incident. Witness accounts have raised concerns about the limited space available around the entry and exit gates, as well as lighting conditions near the pandal.
Visitors reportedly gathered in and around the venue as the rain intensified. In a crowded area with restricted movement, sudden changes in direction can create dangerous pressure, particularly when people attempt to reach shelter or leave at the same time.
However, the precise sequence of events remains under investigation. Officials will need to establish whether the crowd surge resulted from weather conditions, an announcement by the organisers, inadequate access arrangements or a combination of factors.
Following the incident, authorities advised some heavily visited Durga Puja venues in Kolkata to temporarily suspend public entry while safety arrangements were reviewed.
State Government Announces Financial Assistance
Chief Minister Suvendu Adhikari announced that the families of those who died would receive ₹25 lakh in compensation, along with an offer of a Group D government job for one eligible family member. The state government also announced financial assistance of ₹5 lakh for each injured person and said medical expenses would be covered.
Prime Minister Narendra Modi expressed condolences to the bereaved families and announced assistance of ₹2 lakh for the family of each deceased person. The families of injured victims were also promised financial support from the Prime Minister's National Relief Fund.
Several political leaders expressed grief over the loss of life and called for the injured to receive appropriate medical care.
Festival Safety Measures Face Renewed Attention
The tragedy has raised broader questions about crowd management at large religious gatherings. Durga Puja attracts substantial numbers of visitors to Kolkata, where hundreds of temporary structures and themed pandals draw people throughout the festival period.
Organisers and authorities must account for visitor numbers, weather changes, emergency access, lighting and the capacity of entry and exit routes. Clear communication and coordinated crowd-control arrangements are particularly important when conditions change suddenly.
For now, the priority remains treatment for the injured and assistance for affected families. The findings of the investigation will determine whether safety failures occurred and what further action should follow.
